No off road company operates inside Zion
One Springdale operator states it flatly on their own listing: no off road tour company is allowed within Zion National Park boundaries. There is also nowhere to go. Zion has no off road routes. The scenic drive is paved and closed to private vehicles for most of the year.
So a “Zion jeep tour” is a tour on the public land next door, generally Bureau of Land Management ground reached within a few minutes of town. That is not a downgrade. It is high desert country with long views back toward the park that you cannot get from inside it, and it is empty.
It is the same pattern as canyoneering, climbing and scenic flights. Zion protects what happens inside the boundary and the interesting commercial activity happens just outside it.
