Vacation rentals, and the ordinance nobody mentions

Springdale decided that short term rentals were eating the housing its workers live in, and wrote a rule about it. If you are looking for a rental here, that rule explains almost everything you are about to run into.

Five applications a year, every other year

Springdale did not ban short term rentals. It capped how fast new ones can appear, and the cap is very tight.

Read that last row again. Not five a year. Five applications in 2026, none in 2027, five in 2028. In a town at the gate of a park receiving millions of visitors a year.

Consequences

Three things follow, and they all affect your booking

Supply does not respond to demand

However busy Zion gets, the number of legal short term rentals in Springdale grows by at most a handful every second year. Waiting for the market to correct is not a strategy, because the market is not allowed to.

Prices are structural, not seasonal greed

What looks like gouging is a capped supply meeting an uncapped demand. The seasonal swing is real on top of that, which is why winter is the one time this market softens.

Not everything listed is inside the rules

Where a legal market is this constrained, listings appear that are not in the overlay zone. That is a risk to the host, and it can become your problem if a booking is cancelled.

Why the town did it

When Springdale first moved on this in 2022 it was reported as a housing decision rather than a tourism one: workers were losing long term rentals that were being converted to short term ones. Whatever you make of that, it is a deliberate choice by a small town about its own future, and it is not going to be reversed because visitors find rooms expensive.

Before you pay

Three questions worth asking a host

None of these are aggressive and all three have short answers if everything is in order.

  • Is the property in Springdale’s Transient Lodging Overlay zone? A legitimate operator knows this immediately, because getting into it is a planning process they went through.
  • What happens if the booking is cancelled? Ask about the refund terms specifically, not the platform’s general policy. In a market this tight, a cancellation two weeks out is very hard to replace.
  • Which numbered town shuttle stop are you nearest? The park numbers the Springdale stops from the entrance outward, so the number tells you the position better than any description. Why that matters.

And check the address against the road. Springdale numbers Zion Park Boulevard from the park entrance outward, so a low number is near the gate and a four figure number is the far end of town.
